SPRINGFIELD - When morning broke yesterday over Baltusrol Golf Club, there were 19 days left before start of the PGA Championship week, and aside from the fences that needed to be painted, the 53 corporate tents under construction and 1,000 other headaches requiring attention, a dozen laborers were picketing outside the club’s gates demanding construction jobs for local carpenters.

An 8-iron shot away, Andy Bush, the tournament director, huddled in his office with the club’s chief of security and a top club member, trying to figure out what happened to the ordinance the Springfield Township Committee was supposed to pass last week designating a section of a nearby park as the so-called protest area. A few phone calls later they learned the township committee won’t vote on the ordinance until next week.

“As far as I can tell, they’re within their rights,” a local police official tells Bush after dropping by the trailer to report on the situation. “Andy Pacifico is the name of the guy in charge of the protest. He says he’s willing to talk whenever you are.”
